How would I go about drawing a curve using traverse with the following info in Pro?

L=128.13'

R=519.30'

Δ=14°08'14"

In the Traverse tool you can set the Length to use Delta Angle in the drop down.

Then type in your values:

If you will be most commonly using dms for the delta angles set that as the default in the Project > Options > Units > Angular Units.

You can also us the override of "D" in the length if you have it set to ArcLength or Chord Length

Others may have a better suggestion, but can you use the create a line feature tool, select the Arc button on the toolbar and then "End Point Arc Segment", pick your start point then right click and select "Circular Arc" which allows you to enter direction, chord length, arc length, radius or delta.
