Did Esri limit format all symbols in 3.5?

I was on 3.3 for a bit. Had to update. Now I want to apply a negative offset to line data. It used to be easy to do this, I would just go to "format all" and click the stack icon. Now all that I see the ability to change all of their fill and outline color, outline width, and angle alignment.

Did it just get relocated? Did it ever exist? Am I crazy?

Well, I installed 3.3 on another computer and couldn't do it there either. That seems insane to me...

the help topic suggests that there are limits if more than one symbol is selected
