Please help me diagnose this issue.

In another 'Issues with Pro 3.5' thread I mentioned a copy issue that has raised its head since installing 3.5 and now 3.5.1
Local support has not been able to replicate this yet but another user has had it happen to them in this Community.
Problem:
For some reason, Pro will start to hiccup when you copy anything.
With copy I mean Right-Click>Copy or CTRL-C
As you can imagine this covers a lot of ground - copy selected text from a layer name, attribute table, popup, or copy a layer in a map, copy a layout item, etc.
It will start as a short freeze and if you ignore it, it will progressively get worse until you get all the Pro open windows & panes going black for a while, and at some point it will crash hard, to the point where Windows freezes for a minute or two. I've never had Windows fall over completely.
If you restart Pro and reload the same project it will work fine for a while, until it starts again. This is quite disruptive.
It started on the first project I worked on after installing 3.5.
Nothing else on this computer exhibits the same issue.
Computer has been restarted a few times 🙂
I don't use Clipboard History or any clipboard plugins. No user account stuff is synced via OneDrive. OneDrive for Business is used but as a device to PC sync tool and no project data touches it.
Diagnostic Monitor shows the 'Suspend + Resume' pair when you copy some objects, as expected. If Pro freezes, the DM will show 'Unresponsive' and then carry on with no further messages when it becomes responsive again, until you click or do something for it to log again.
The only AddIn I have is XTools Pro.
It does not appear to matter how simple or complex the data, layout, or project is.
My data is mostly FGDB and I use local state basemaps & services, AGOL Atlas layers, basemaps, etc.
I can create an empty project, add a layout and add text & boxes & stuff to the layout and if I carry on long enough the bug will surface - without any data loaded into the project at all.
This is a Windows 11 Pro machine that is near 100% stable in all other aspects. It is reasonably up to date - I lag a bit on feature updates to be safe but security updates are up to date.
I've run Process Explorer but without a targeted concept to search for it is a very deep rabbit hole. Going through the Pro logs & dumps is just a crazy volume of stuff
I've set Pro to clear the cache when you close it.
I've reset and recreated my customised Quick Access Toolbar.
The Pro config was removed/recreated recently to troubleshoot something else (which wasn't solved) but I can't reset everything every time there is a bug - I have to work to make money to pay for the licenses 🙂
Not sure how the Pro config intersects the Copy process - maybe there is a new setting in Options I missed?
Anyone have some ideas we can use to narrow this down?
I've just deployed a new decent PC with Server 2025 as OS and all new user accounts, etc.

I chose Server 2025 as an option to maybe lose some of the Win 11 fluff and evaluate it as a valid workstation option.
I used a different user name compared to my other machines, just in case Pro doesn't like my surname.
On the first real project where I tried to create a map series and tried copying things between maps, the bug occurred.
Seeing as this is a new PC, using Server 2025 and not Win11, latest .NET, WebView, new user, new profile, no Pro Add-ins, etc., this has to be a Pro issue and no amount of sharing my screens across 3 different pcs with Esri AU will be a productive use of my time. None of my machines are domain-joined nor using Entra/LDAP, so no account sync or similar is used.
This behaviour started immediately with the install of 3.5 on my other machine (with no other updates/changes that day), so have your devs give you a "what did we really change vs what we told you we changed" and please figure it out.
Yes, I concur - I also did a complete rebuild but used Win 11 - even from the start I had the same copy/paste issues with ArcGIS PRO on large projects. The issue is fine to start with but the longer the project is open it gets worse. I have kind of given up trying to resolve it and hope that an updated version may fix the issue.. fingers crossed.
I've updated one pc to 3.5.3 and the issue still occurs.
Open Pro. Add off the shelf Geoscience Australia topo data to a new map. Add another empty map. Copy & paste layers or layer name text between the two maps and by the 5th copy I see the first freeze.
Chances of having a winner in Pro 4.2 are getting better.....
Last night I decided to do some updates on an 'old' laptop. It is ~2 years old and has only been used to do some infrastructure configuration and equipment testing – mostly web-based so doesn’t have a lot of apps installed and has also not been used to connect to my main file shares etc.
It is all-AMD (iGPU included) so I had the lightbulb moment to install Pro 3.5 on it as my other up to date machines all have Nvidia GPUs.
It has never seen any Esri stuff before nor has it had .Net 8 installed. No Office, no Microsoft account, no domains.
I dropped .net 8 (8.0.20) on it using Winget, and installed Pro 3.5 from the downloaded MyEsri .exe
I then installed the patch to 3.5.3 manually before running Pro at all (other threads comment that manual updates prevent other issues).
I ran Pro, signed in to get my license, opened it without creating a project, added a map, added a few Queensland web services on top of the default Esri basemap and started copying random stuff using CTRL-C and Right-Click-Copy.
After about 15 seconds of copying & pasting layers, maps, bits of text from layer names, etc I got the first freeze that lasted about 5 seconds.
I closed Pro and repeated the process. Got a freeze again after roughly the same time.
I have now seen this on 4 devices. Two have been in use for a while and have seen various Windows and ArcGIS versions and updates = many rabbit holes to go down and things to blame for issues.
One was deployed from bare metal running Server 2025 instead of Win 11.
One has had 3.5.3 installed from scratch, with zero customisation and zero local data accessed yet still displayed the issue at the very first run of Pro. This, by itself, rules out all Pro profile corruption issues, file share permissions, network share latency, etc.
To me, this now confirms that it is 100% an Esri issue and not anything related to my Windows user profile, ArcGIS Pro profile, Windows version, Nvidia driver version, AMD driver version, CPU core count (unless I need to test on less than 8 cores - for which I have a Ryzen 5600X in a box, if it comes to that) .
I have started figuring out how to use WinDbg with the Esri symbols (patience is a virtue). As the issue is intermittent, from what I have read, you have to force the dump through Windows at the moment you see the freeze. Once I’ve done that successfully on a near-blank machine to rule out local data, and see something noteable, I’ll add any info I can find to this thread.
Adding to the list of folks who have been experiencing this problem since the last few ArcGIS Pro patches. ArcGIS Pro hangs up to 30 seconds or more anytime anything is copied (a feature layer in TOC, text in a text box, basically anything).
Happens on my work computer, my Boxx processing computer, and my personal computer. So the behavior isnt specific to one computer or install.
As far as I can tell I have not had the freeze happen when I copy something from within the file browser windows (Save Project, Add data, etc).
I hope this helps whomever is looking after this at Esri.

I have given up.. I think most ArcGIS PRO users who are creating simple single map/layouts are not experiencing the copy hangs.. Only professional power users with multiple map/scene/layouts and complex projects seem to be affected.. Therefore as the majority are not worried - ESRI are not worried and are probably labelling the concerns as a user issue (PC setup / install/ user experience).. Which we have repeatably shown is not the case - with multiple examples that the application is causing the hangs. ArcGIS PRO is my tool of trade and has been for many years.. But as the majority rule I don't think we will see any resolution to the issue in the immediate future.. Maybe Windows 15 might resolve..lol..

I found something that helps. Get yourself some Airpods Pro 3.
Put them in adaptive listening mode. When you say something out loud when Pro does a bad thing they will turn down the music and focus on other voices, which there are none because I work alone.
This means every time Pro does what Pro does, I get a moment of silence........
It is quite cathartic.
I've been experiencing this for a while as well. I am only on 3.4.1. I am trying to copy from Pro into excel and I've know whether there will be a problem when what I'm trying to copy shows up in the clipboard pane in excel. I've tried clearing the excel clipboard to see if that makes a difference, but nope. I am running office 2021, so no cloud based stuff here.
Edit...actually it just occurred twice and while I was waiting for Arc to respond again, I was scrolling through this thread. Both times when going back to my project, I noticed that the data eventually copied into the excel clipboard, even though I get a little notification box in the lower right that the data wasn't copied, it's just super laggy
Any brave soul willing to check if 3.6 solved this? It doesn't seem to be listed in the "Issues addressed" list, from what I can see
