Clipping a Basemap in ArcGIS Pro and Sharing with ArcGIS Online

I'm working on clipping a basemap in ArcGIS Pro (3.1.1) and sharing as a Web Layer for use in ArcGIS Online using these instructions: https://support.esri.com/en-us/knowledge-base/how-to-clip-basemaps-to-display-a-specific-area-in-arc...

However, when I try to share it with my ArcGIS Online account, I'm prompted with the following error and the clipped basemap does not upload properly.

That workflow does not apply to Esri basemaps, they cannot be republished like you try to do here. You would need to create your own basemap using your own data for this workflow to work.

Or at least gives that impression.

If you open the help documentation related to the warning in your screenshot you can read that Service Layers are unsupported: 

  • Service layers—Although this warning can occur with any service layer, it most commonly occurs with a basemap layer when you share the contents of a map as a web layer. In this case, do nothing; the basemap layer will be excluded, and all other layers will be shared.

But I agree, this is not clear from the support article you have referenced.

I wonder if you can create your own Vector Tile Style Basemap using the ArcGIS Vector Tile Style Editor and then deploy that to your portal.  There's a great ArcGIS StoryMap about this here - Basemap Basics (arcgis.com)
