ArcPro 2.4.2: The “create utility network” tool fails and ends up with “The table was not found” error,

I couldn’t figure out why the “create utility network” tool fails and ends up with “The table was not found” error.

Are all the Usage requirements being met?  There are a number

perhaps the table not found issue is related to a non-owner querying the table

I think that the database needs to be accessed by a user (say jamal) other than the sa or dbo. In addition to that, the dataset (at which the UN will be created) needs to be create by that user as well. Not sure why the dbo or sa users are not able to do so.

Contact tech support.  It may be a limitation or a requirement.  They are the only ones that can make that determination.
