ArcGIS Pro Template Stripping out GDBs and Folders

I need to create a template for people outside my organization to be able to use. Within the template I have some GDBs and folders with data in them. When I go to create the template and share to either an AGOL account or to a file folder I click "share outside organization" and "include toolboxes". However, once it exports and I use the new aptx to start a new aprx, the GDBs and folders with all the data are gone. Does anyone know how to get it to not strip out the GDBs and folders when you share to an aptx? 

I have tried it where I deselect "share outside organization" and that keeps the GDBs but that doesn't work in this instance because I do need to share it outside the org.

Not sure about templates, but you can package your map or project to a file that will retain your toolbox's and GDB's.

Thanks for the work around idea! I have done this, and it works, but am still needing a template.
