This has been a recurring issue we've noticed (for years actually), related to desktop licensing allocation. It's my understanding that if the local licensing server doesn't have any available extensions/licenses then there should be an automatic backend process to retrieve an available license from the fail over licensing server. Is this right? for the image below, there is no available extension. As per ESRI, If the primary server does not have the required licenses, the system will attempt to use licenses from the backup server. The client machines will try to reconnect to the primary server multiple times before switching to the backup server. If the primary server remains unavailable, the client will then connect to the backup server.
As a workaround, we save, configure license manually then restart Pro to connect to the failover license server.
