append tool short failing / producing wrong integer values

I'm trying to run an append tool for polygon features; there is short integer field in both the input and target datasets, with the same field name, that is producing problems. The append fails with error 001156 referring to a long decimal value that cannot be written. However I have no decimal values in that field in my input dataset. For the features that do append successfully, the target dataset has an output with integer 2 digits longer (and therefore much larger numbers) in the output field. I cannot for the life of me identify what I'm doing wrong. I'm using ArcGIS Pro 2.5.1. 

UPDATE: I was able to resolve the issue by running the Append tool in a different ArcPro project, using inputs that were not in-memory (like from a map layer).

Just curious, what coordinate systems are each polygon feature in?

NAD83 State Plane VA South -- WKID 2284 for both.
