The "Dimensions" parameter of a wmts is not accessible in ArcGIS Pro.
In ArcGIS Desktop, this parameter is visible in the properties of the ArcMAP layer and allows for example to choose the year of an orthophoto, see screenshot. In this example I used the data "SWISSIMAGE Voyage dans le temps" from the wmts of swisstopo https://wmts.geo.admin.ch/EPSG/2056/1.0.0/WMTSCapabilities.xml?lang=fr. This wmts contains many years of flight data, and it is very convenient to have only one web service for so much data.
The ArcGIS Desktop documentation clearly describes the use of "Dimensions" https://desktop.arcgis.com/en/arcmap/latest/map/web-maps-and-services/using-wmts-services.htm#ESRI_S....
However, in ArcGIS Pro (I tested with version 2.7.3), this functionality is not available and is not described in the help https://pro.arcgis.com/en/pro-app/latest/help/data/services/use-wmts-services.htm.
We have in our organization wmts web services containing several years and it is important that the Dimensions (Time) property is accessible in ArcGIS Pro because we will abandon ArcGIS Desktop for Pro this year!

This Idea has been implemented in ArcGIS Pro 3.1. Please see the What's New documentation for more new features in Pro 3.1.
