When creating legends in ArcGIS Pro, allow users to add items such as text in between items

Hi,

When creating legends in ArcGIS Pro, it would be awesome if you had more functionality to change how it looks or add additional information.

One Example - If you are using conditional labelling in your map, you may want to add in the legend under that specific layer what the labelling refers to. (eg Red Labels indicate high priority, Green Labels indicate low priority, or "all measurements in ppm" or for example).  Really brief metadata notes about that specific layer so the map user can make sense of the map a bit better.

Wouldn't it be great if you could add "Text" items in the legend and could drag them to where you wanted them to display such as between specific items in the legend.  If you could format these text items as well so they can look how you want them (in terms of font) etc that would be great.  Then next level, if you could add images, as well there may be use cases for that. 

Currently I add text boxes but because they are not within the legend item, if the legend changes the text boxes do not line up.
