Rotation of point features along a line feature

Add new function to rotate tools. 

Workflow:

• Select one or more point features
• Select one or more line features
• Select tool Rotated perpendicular or Rotated parallel
• All selected points should be rotated depending on direction of closest selected line feature
  • If point exist in a vertex average value of segment direction should be used, see picture

Note: Rotate symbol must be activated by selecting a rotation field.

Excellent idea. We need to rotate valves (points) along water conduits (polylines).

There was an extention tool in 9.6 that worked beautifully to do this.
