The metadata standard ISO19115 defines "Quantitative" and "Non Quantitative" Attribute Accuracy elements. Unfortunately, ArcGIS 10.2.1 does not have a “Non Quantitative Attribute Accuracy” element (it does have a Quantitative Attribute Accuracy element ). It has a “Non Qualitative Attribute Accuracy” (which does not exist in ISO19115) - however it does not have a “equivalent” Qualitative Attribute Accuracy).
Quantitative and Non Quantitative seem to be the two that make sense, and are in teh standard, so can Non Quantitative be added (and perhaps Non Qualitative shoud be removed).
