Is there an updated command "Lock data frame" for ArcGIS 10.3? I see there was one for 10.1 (see http://www.arcgis.com/home/item.html?id=7c10ba741c63421bbd00c674ee84c6e9) This should be a built in function for ArcGIS - it would a lot of time wasted repositioning graphic elements after a data frame's accidentally been moved on a page on not noticed until later.
