In ArcMap, under Insert – Text; allow the user to determine where to place the inserted text; maybe a drop-down list showing several choices such as: NOT ON TOP OF MAP or IN WHITE SPACE.
Currently, when Insert – Text is used, the text appears in the middle of the map if you are zoomed out, it is very difficult to see when the layers are turned on, especially if you have an aerial photo as a background.
