In the Advanced ArcMap Settings – Data Frame it is possible to enable / disable the rotation of marker symbols with the data frame. First, this option should be given for the line fill symbol as well.
Second, and most important for our company and our customers, this option should directly be implemented within ArcMap because in our case the changes need to be saved within the MXD and not only in the registry (as it does when making the changes in the Advanced ArcMap Settings). A good place for this option would be the Data Frame Properties or the Layer Properties – Symbology.
The main purpose of this function is to always having the same appearance of the symbology in the data frame and the corresponding legend.
