Using the hyperlink tool we should be able to open the folder directory. Currently it opens only if a document path is specified in a record. If a directory is specified then the hyperlink tool is disabled

This functionality is already offered in ArcGIS Pro. Please see this blog post from 2018 that discusses how Hyperlinks are supported in Pro: https://www.esri.com/arcgis-blog/products/mapping/mapping/the-power-of-the-pro-pop-up. It specifically references this functionality being available in Pro 2.1.
