Export shapefile and dBASE files encoded in various code pages

In ArcGIS 10.2.1, the default sets the code page to UTF-8 (UNICODE) in the shapefile (.DBF).
Prior to ArcGIS 10.2.1, we can set the 'dbfDefault' setting in windows registry to support various code pages.

Still, users would like shapefiles (dbf) to support their original code (such as big5).
While exporting ArcMap layers to shapefile, can I ask an option to choose encode?

Or at leaset....
Give back the ability to change registry, although it is dangerous and inconvinient.
