Would like to see and option under the scale bar menu to allow for dual labeling.

I do this by making two scale bars and using guide lines to snap the top of one to the bottom of the other. Then selecting both items and doing "align left" to have both left edges the same. After that group the two and you you have one object with both bars. Not a one click solution but it only takes a minute to do.

Our workaround to save a little time is to have two scale bars in our styleset, one for the rake with tics up, one for tics down. This saves some time, but it is still a pain, since we need to do this for every published map and figure!

Our standards for page size maps require a rake with English and metric units.  Not so easy as Curtis pointed out, but required so it is a little more time consuming to add two scale bars for every one needed.

Unfortunately, ESRI is very slow to respond in a very basic features and functions!

ArcGIS 10 and ArcGIS 9.3 are different in tools arrangement!!!!!!! but not in adding development and addind crucail tools

This is a great idea!

We are required to put both meters & feet measurements on our maps, so this would be very helpful.  It is a pain to do it separately & get them to be the same!
