Convert Labels to Annotation in ArcGIS Pro overwrites when a suffix is not specified. However, the Suffix auto-populates as 'Anno' when the parameter is not populated - which means that this tool does not overwrite. Please remove auto-populate on the Anno Suffix parameter.
