ArcMap's Find tool provides a Features option to search all Visible Layers. ArcGIS Pro's Locate dialog is missing this option - you can search visible features only.

I disagree that this is a limitation. These options allow you more flexibility in searching, not less.
If you want the same functionality as the ArcMap's Find tool with <Visible Layers> set, then choose "All Layers" and "Visible Features" in the Locate tool. That will allow you to search All Features in All Visible Layers, whether or not they are in the Current Extent.
