ArcGIS Pro 2.5: Pro fails to display the format applied on the attribute table to labels in case of join,
Despite the fact that Pro does display the format applied on the attribute table to labels as long as there is no join applied, it fails to do so as the join is performed
is this by design or it can be considered as an idea for enhancement?
By the way, ArcMap reflects the format of the attribute table to labels either way

Are you sure that the difference you're seeing is related to whether you have a join in place?
For the first screenshot, for the District_J layer, you show the attribute table, but not the number display format. Is it Numeric or Percentage?
For the second and third screenshots for the Governorates layer, you're showing that the display format is Percentage.
I'm wondering if this could have to do with BUG-000104476: The display attributes as a percentage setting does .. which is not a bug, but rather has to do with the fact that Arcade does not read the display format. See the note:
The Arcade language does not respect field formatting. Arcade formatting methods must be used. See the help topic: http://pro.arcgis.com/en/pro-app/help/mapping/text/specify-text-for-labels.htm
Note: When using Arcade, field formatting on the layer will not be brought over to the labels. Arcade formatting methods must be used.
So the question is, what expression engine are you using for your labels?

Sorry for the confusion.
I would like to encourage you to troubleshoot the issue with your own data by considering:
Feature layer that has the data without join
Feature class that has the data from the join
it appears that the format of the attribute table should work exclusively with VBScript language
