The New Item drop down in browse dialogs allows you to create a new container for storing the item that you were going to create using the browse dialog, for example it allows you to create a new file geodatabase to store the new output feature class that you were trying to create via the Output Feature Class browse dialog for some GP tools. Could you provide us with your workflow when you wanted to include a new geopackage in the New Item drop down in the browse dialog, so that we can better understand your needs?
