Allow fractions in the Scale Bar

I strongly prefer keeping the scale bar dynamic; this reduces potential for error and allows more rapid revision should a client request a new scale.  However, the decimal expression of fractional values is offensive to the eye; we have a strong preference for 1/2, as opposed to 0.5.

To clarify: you cannot use a fraction without converting the scale bar to a graphic, which removes its dynamic connection to the map's scale.
