Allow for the control of charts to only fit within polygons

When displaying the symbology of pie, bar/column and stacked charts utilizing polygons I need to have a switch available within the Properties Tab that will allow the charts to only display when there is available room within the polygon to fit the chart at any given scale. A good example of this is within Maplex under the Labels Tab, then under the Placement Properties Tab and then the selection called "Overrun feature" option. I utilize this option extensively in order to keep the label craziness from getting out of control while scaling in my REST service. With the advent for the utilization of Story Maps these interactive map options need to have more user controls. I'm including a few snapshots that highlight the problem attempting to depict my data at varying scale ranges.
