World Geocoding Service not found

I am in ArcCatalog 10.2.2. I have signed into Ready-to-Use Services. I need to geocode around 3,000 addresses. I have the credits available.

However, when I open the Ready-to-Use Services folder in ArcCatalog there is World Geocoding Service there. In the online help it says this:

"Once you sign on to ArcGIS Online, you can browse to the World Geocoding Service in the Catalog window under Ready-To-Use Services > Geocoding. You can select this service when you are prompted for a locator using the geocoding geoprocessing tools."

http://resources.arcgis.com/en/help/main/10.2/index.html#//00250000004v000000 which states that after you sign in there will be a geocoding option in the "Ready to Use Services" in ArcCatalog but the folder is empty.
