Why is packaging an Offline Area so slow?

I'm packaging an area of 40x50km and it is taking forever. 
It is done at neighbourhood scale to keep the hybrid imagery size low, making the overall package ~250mb with ~55mb of data.

Why does it take so long? All the imagery tiles exist at Esri's end, optimised for delivery & download (I would think). My data has quite a few layers but overall not the craziest thing I've ever done. 

I created an offline area in the FieldMaps app, new iPad Air, and it was reasonably quick.  Field Maps Designer is just TAKING FOREVER.  
Today's 28th June so may still be related to the big outage of the June 2025 Update; according to the status pages everything's fine....

@RTPL_AU I am sorry to hear that packaging your offline areas was abnormally slow. As of today, is the issue still ongoing? If so, I would suggest reaching out to our support team. If you are able to also share your data with them it would make it much easier for us to investigate and get to the bottom of the issue. Thank you!

@MaxwellDebellaESRI Apparently others were experiencing issues at the time per our local reseller.
Maybe you should ask your internal deployment and architecture teams what they were doing, and why they were doing it without letting paying customers know that services may still be interrupted.

Were they, per chance, watching a world series baseball night game while running another patch, and forgot that the real rest of the world may be working at that time?

Worked on a similar project today and things worked as expected. The only glitch was Field Maps Designer not saving a form after saying it did, but that is 'normal' and why we triple check everything as much as possible. 

Packaging the offline area was done in a few minutes.
