Why can't my ArcGIS Online app work with Internet Explorer v11?

I have created a very simple webapp with ArcGIS Online and am testing it with various browsers (Chrome, Firefox and IE 11). I am running Windows 7 and Windows 8. On both systems my Application will not load in Internet Explorer v11. I cannot zoom, pan, and no layers are loaded. Eventually I get a message about a run time error and having to end the script.

Are ArcGIS Online Apps incompatible with IE?

I am able to view it in I.E. 11.

The layer is scale-dependent. Make sure you have zoomed in to visible scale.

EDIT: Also make sure you do not run the application in Compatibility View. Compatibility View is not supported.
