I'm using the Living Atlas layer "2017-2022 USA Population Growth," but I can't see labels on the map for States, Counties, Zip Codes, etc. If I remember correctly, I was able to do this on the 2016-2021 USA Population Growth layer by changing the visibility. There's no option to create a label under More Options of the sublayer.

I don't think these layers have ever had labels because they are Map Image layers. Here is the link to the 2016-2021 Population Growth:

I did create this map which you may copy that includes feature layers for US counties and zip codes with the lables turned on and the symbology set to transparent. Hopefully this helps.

Thanks, Katie! This helps a lot. I have no idea how I managed to show labels on the 2016-2021 layer, but adding the zip code layer solves my problem.
Awesome! You can also explore using a different basemap such as the Light Grey Canvas for city labels.
