Hi, is this possible to do with something like field maps?
The basemaps in Esri are great but they don't have the level of detail we need. Instead we want to use topo maps provided to use in digital format by state departments etc.
We want our staff to be able to take these digital maps offline (in place of an esri basemap) with our own data set layers. We'd be looking to just cover venues that don't have reception. We'd also love for our staff to be able to feed data back to us, which I know field maps can do. But is there another app that might be more suited?

So in theory, if I georeference some files in ArcGIS pro, push it to ArcGIS online and create a webmap, I will be able to use these georeferenced maps offline in any of the apps you have listed?
