I have gone through this project and assured all layers and features are marked share public, but the application is still requiring individuals to log in to see everything. This is a problem because it was created for individuals who are not ArcGIS account holders.
Here is the app link: https://experience.arcgis.com/experience/841ec133761b445a8e1e33ae9953b753
Please let me know if there is anything I can do to fix this. The map is public, but when in the application, it is not.
Does this service name mean anything to you?
Find_Locations_in_FCPH_Service_Area_Jurisdictional_Boundaries_(2022)
This is the layer that was renamed location and provides the city labels for the map.
There seems to be some kind of sharing issue with that layer specifically, I'm getting an error saying I don't have permission to access it.
How did you track down that error message? I am having the same problem with this map: https://arcg.is/1aL85.
I used my browser's diagnostic tools (specifically networking) to look for requests that were coming back with authentication failures

That is where I was looking. Using that link do you see any? I am unable to see any. The map will even pop up very briefly before the login screen pops up.
I'm not getting a login pop-up appear when I open the map, although several of the layers are failing to load. This appears to be a different type of issue than what the original poster was seeing.
That's odd. Done numerous tests with others, including ESRI and they are all getting prompted to login. What a mess!
