Using VTPK file for offline basemap

Workers using Field Map will have no internet access once in the field. I designed a map using AGOL and Field Map Designer. The basemap I chose is World Topological. The terrain is rugged and I really need a topo map in the app. I used AG Pro to create a VTPK for just the region the workers will be working in, and installed that onto the mobile device where Field Map is installed. I then went into Field Map Designer and configured Offline mode to use the VTPK file for the basemap. But the problem I am having is that the Offline panel is complaining that my basemap cannot be taken offline and it won't let me configure offline regions, even though I told it the basemap will be loaded from a file. I tried removing the basemap but there seems to be no way to do that. What am I doing wrong?

Hi @ScottWerden

Is the basemap designed to come offline?

Can you try using the Topographic (Vector) basemap and try again? You should be able to find the layer in ArcGIS Online.
