With ArcGIS Online our users are unable to create a joined dataset (Hosted Feature Layer View) based on two content items (features and table) based on common attribute. The user owns both items and has Publisher Role. When they are elevated temporarily to Admin, all works okay, but not as Publisher and no clue in the Error message returned.
The closest I can find to related issues is this, but it does not solve the issue unfortunately:
