Symbols on AGOL Classic vs. Map Viewer

In the Classic Viewer of AGOL, we were able to use an image to symbolize a feature layer. Are we going to be able to do the same in the new Map Viewer? If we are able to now, please point me in the direction of where to find it in the properties. Attached are screenshots of what I'm referring to.

Currently not possible but it is planned for later this year. Right now for custom symbols in Map Viewer is using published web styles.

Does the planned Map Viewer picture symbology include the use of SVG files concurrent with jpegs/images like in Classic?

Yup, the plan is to support uploading SVGs and those being treated very similarly as the vector symbols you currently use in Symbol Styler today delivered through web styles.
