Rest Server technical issue hanging up Map/App for 5 minutes

I have an ArcGIS online map and app that connects to 11 Federal, State, and Local GIS rest servers.  Occasionally one of the servers experiences technical issues that prevents the entire map from displaying any data sometimes for up to five minutes and there's no clear indicator to the user that something is happening.  During that time, users aren't able to access any data even from servers that aren't experiencing technical issues and the splash screen doesn't appear.

Is there a way to prevent the whole map from hanging up when one service is down?  I'm loading parcels, subdivisions, hillshade and contours from a server currently experiencing technical issues.

Hi Ryan,

There is an issue logged for this internally: "The entire web map or web app loads incorrectly when a layer of the web map or web app that the author does not own is not performing well."

I would recommend contacting Technical Support and getting your account attached to BUG-000126174.
