Public Facing HUB site without allowing public to edit maps but still allow workers to edit

I am creating a HUB site to be on our website so the public an view our crew's progress on fire hydrant flushing. The problem is, our crews need to be able to edit the map layers each day, but the public needs to be able to see it, but not edit it. The current problem is, things are shared publicly (expect the layer which is only organization because we don't want to allow public to edit content.), but it's requiring people to sign in to ESRI to access.

This is precisely the kind of situation given as an example in the documentation about creating a hosted layer view. A view layer allows you to give the public read-only access to the data without impacting the needs of your crews.
