Polygon Labels do not appear in Web Map

Any reason why the Labels for polygons will not appear in a Web Map? Here is a screenshot, the white circles I drew on the screen capture and are where the label for each polygon should appear. The polygons are the semi-transparent gray areas.

Could you check if

1. Values are available in "Official Name" attribute of these features.

2. Length of values are not too long to fit in these polygons (You may further zoom into the polygon/ decreasing the size of the font).

What desktop software and version are you using?

I had a brain **bleep**. I was using the map image layer not feature layer. It works now. 

I have to pay closer attention next time.
