One of our organization members recently came to me because he was unable to log onto Field Maps. I tried signing into AGOL with his username and password on my computer and got the same invalid login message as he did. I then had him use the forgot password option, but he received an email saying that his account had been deactivated. I sent him an invite with a new user name, and now it says that the member's account has been blocked. I already sent an email to accounts@esri.com, but I thought maybe somebody on here would have an idea.

In your Organization settings under Members, is the user's account already present in there? If it is, would it happen to be deactivated or similar? Typically I've found this happening when another administrator mistakenly deactivates a user account:

Blocked ArcGIS user accounts need to be handled by the ESRI accounts team.
There are automated checks in place that can flag a user account based on their name or activity. They need to be manually reviewed and unblocked as appropriate. It's a government thing. Usually doesn't take long through support or customer services.
