order of layers listed in story maps legend

Working on a Story Map Series with many tabs. The tabs appear in the Legend on the first page. I can't figure out how to change the order of layers in the Legend. Was trying for alphabetical order. The underlying map has all the layers, and changing the order of those doesn't impact how they appear in the Legend.

Can you share your web map and storymap? The order in which they appear in the webmap is how they should appear in the legend, unless you have omitted any layers, at which point they won't appear in the legend at all.

Thanks for the offer. The map isn't yet publicly available (and it's not read for prime time). Might you be able to diagnose anything from the snips below (map layers, story map tabs, story map legend)?
