Moving a attribute up the popup list breaks

When I try to move a attribute up from the bottom to near the top the interface breaks on me all the time.  It just stops doing anything when hitting the up arrow and all the names and such go blank.

Not just one map - seems to happen a lot.  Anything a can try (besides a custom popup).

This has happened to me several times recently as well. If it happens, I just cancel out of the interface, save what I've done so far, and then go back in. I've found that this behavior normally would happen when I would try to move a field up the attribute table very rapidly. Annoying, for sure. But hasn't prevented me from being able to format my pop-ups with enough patience.

Yes I have had this before due to going to fast but this time it stops no matter how slow I go.  It also seems to stop at the same point every time no matter the speed.
