Missing records when importing from ArcGIS Online to ArcGIS Desktop

Hello,

I have encountered an issue when trying to import a certain file from ArcGIS Online into my ArcGIS Pro workspace. I seem to be losing records in the import process. I have already checked to make sure that there aren't any definition queries or filters active and I have tried downloading the data in multiple different ways both using the portal and the open in ArcGIS Desktop option (during which the data actually briefly appears on screen before disappearing)

Any clues as to what may be the issue here?

Update:

When download the shapefile all the records are preserved, but when exporting that shapefile to a feature class I lose even more records (down to 259)
