Microsoft Visual C++ runtime error - ArcGIS online basemap loading

I am running ArcGIS 10.0 on a work computer. Recently, when attempting to load the USA Topo Maps from ArcGIS Online basemaps, I am receiving the "Microsoft Visual C++ Runtime Library" error, thereby cancelling the basemap addition. This only seems to happen when I try to add the USA Topo maps. I can download the gray scale basemap, world imagery, etc. just fine. I can also drag the USA Topo basemap from previous projects in which it was already added, and it works fine with my new projects.

I have uninstalled and reinstalled Microsoft Visuall C++, as well as ran multiple registry cleaning scans and everything seems in order. Does anyone have any idea why I am getting this error message and how to fix the problem? I have found a temporary workaround, but would like to resolve the issue.

Can you try this workflow on a supported version of ArcMap?

I see the note that if you drag it from other old MXDs that it works fine.

What is the exact error being produced? Need more details on that.

Uh, ok. That is not a helpful error.

I would recommend you contact Esri technical support. The one caveat is that v10.0.x - v10.2.x are no longer supported. You would have to test with at least v10.3.1 with support.

Is there a reason for being on v10.0.x?
