MapServer will not show the first time. Need to refresh browser

We are consuming a AGS 10 Mapservice in ArcGIS Online.  The first time we open the map only the basemap shows not the layer we are consuming.  We need to refresh the browser and then the layer will show.

Any thoughts.

I am not seeing the same behavior. The service draws when the map opens.

What web browser/version are you using? Does it happen in other web browsers?
Try agressively clearing your browser cache. There have been some recent updates to ArcGIS.com that could be impacting things.

That might be it. I cleared both the REST cache and my browser cache and restarted my machine and it came up the first time.  I decided to set the Rest Cache to clear every hour. It seems to be mostly a problem in the morning first thing, so we will retest tomorrow morning.
