Map Viewer Fields displays twice. Bug?

In Map Viewer today i'm noticing that Fields displays on top of the other settings no matter which settings I'm working with. When I close out of the Fields it closes whatever else I had open at that point as well. If I open Fields intentionally, it shows two fields right on top of each other. Weird. 

Is this a bug?
