Legend doesn't change after I alter it in the service (mxd)...

I am creating a map and using one of my services. I am having a problem when I change something in the mxd, particulary the legend.

QUESTION:
Is there a way to properly update/refresh any changes I may make to a legend for one of my services? Its not updating properly using the ArcGIS.COm Map Viewer

For example: If I simply change one of the colors in my renderer in my legend (mxd) and re-start my service, the ArcGIS online  (ArcGIS.COm Map Viewer)  is still persisiting the old legend.

THINGS I HAVE TRIED:
I have cleared cache in the browser, that worked one time (??).
Restarted my service
Restarted IIS
I have opened my map in ArcExplorer on-line and that displayed the legend correctly. I then Saved this and then  the legend was properly updated and looking good using ArcGIS.COm Map Viewer (??) in Firefox but not IE.


Any tips would be appreciated, the map itself updates fine and so does the description, its the LEGEND is giving me some issues...

I followed the workflow you outlined. It doesn't work consistently. I performed  steps 1-4 you outlined and the legend never changed the first 3-4 times. The Layer name change did always update though. The 5th or 6th time I followed steps 1-4 and suddenly it did update perfectly (??). The next change was not reflected in the Legend (layer name change DID occur).

When it worked the one time, it wasn't the 1/2 hour wait you suggested fro FF, Chrome, etc. All this testing was done in IE7.x


When I sent the link to my colleague the last time I changed it, the legend change did occur and it looked good with his IE 7.x browser while on mine the Legend did not update. When I cleared my cache (Internet Options) on my browser and accessed the url it did update. I opened up a fresh IE and the Legend did not update. I basically had two IE7 browsers with one "good" legend and one "not-up-dated".

I appreciate your input. I don't mind jumping thru a couple of hoops  but I am hoping I can get the workflow down. I may need to re-create the whole map each time the legend is tweaked. This means they can't link directly to the url if I need to re-publish every once in a while...

recall service was created in 9.3.1. Maybe that is an issue?

Hello,

I am having the same problem, but all my shapefiles are uploading as brown.

I'm having trouble clearing the Rest Cache, though. I was trying to figure out this link: http://<your gis server>/ARCGIS/REST/admin

If this is the url when I login: http://stephaab107.maps.arcgis.com
inserting "stephaab107" or "stephaab107.maps.arcgis.com" in the <your gis server> space doesn't bring up anything. I'm not sure where else to look to get this information. Any advice?
