Layers cannot be added to Map - Not happening for all users

Hi all,

We are getting an error which shows layers cannot be added to map. These layers then do not display.

I wanted to ask anyone knows what the root cause of this issue might be:

It is quite strange as only certain users get issue, it only happens for certain layers and then some users it does not impact.

I have also tried this on more then one browser and get exact issue, cleared cache, incognito mode and still get same issue.

Any help would be appreciated.

We are using ArcGIS server 10.8 and publishing with 2.6 Pro. Thanks
