Ever since the Feb 2024 update, my labels are flashing/blinking in Map Viewer and Instant App. They weren't doing this before. I've sent a link to a coworker who doesn't see the flash/blink. I've tried several things but the labels continue to do this. Newly published items since the update are doing this as well.

I do not see flickering.
Map Viewer along with other 4.x based web apps went out in a patch tonight and the flickering should be resolved.

Good to hear that it is not just me with the ongoing issue, but not good that it isn't fully fixed.
I was recommended to log an issue with support and reference BUG-000165489, which I did and was told that I had to log it with local ESRI support in Australia. Did that too, and radio silence since.
Will follow up again today, because these flashing labels are driving me batty.

We are experiencing the same issue and have opened a support ticket. One thing we noticed today was that (for us at least), the issue seems to be related to graphics acceleration being turned on.
Thanks for the advice - we will do some testing with the graphics acceleration today.
Another thing we're seeing is that it seems to be limited to labels that use an Arcade expression.
Update: we are actually noticing it in some non-Arcade labels too.
We will need device specs. I haven't seen any bugs reported through support since we originally resolved this one a while back.
If possible check if the display adapters are the latest ones.
