Yes, providing support for managing templates in Map Viewer is on our future road map. In the mean time, as you pointed out, you can use Map Viewer Classic, or the Field Maps Designer app.

Do You know, when templates can be created in the ArcGIS Enterprise Field Maps Designer app?
Where is the "Add Template" button?
The fact that this extremely basic feature is still not in the default map viewer is mind blowing.
Just following up in this thread to let you all know that support for managing templates has been added to Map Viewer as of the Feb 2025 update to ArcGIS Online. Edit: I'm guessing this change isn't in portal yet? I still don't see this option.
This is available at 11.5. To edit a layer's feature templates, you must be the owner of the layer or an administrator. The layer must also be a hosted feature layer.
Gotcha. I'm on 11.3. Looking forward to upgrading.
