Imagery layer not visible at all scales

Hi everyone. I'm working with some topographic maps that I brought into ArcGIS Online from the USGS Historical Topographic Map Explorer. I was having issues with them not being visible when zoomed out. I brought them into ArcGIS Pro and had the same behavior. There are no visibility ranges set. Any thoughts? Here's an example - visible at 1:280,000, but not at 1:290,000.
