When  Add Content and "Use as  Base Map" the Map appears to adopt the local co-ordinate system of the new Base Map. Measures, co-ordinate readout look correct. However Identify ceases to return results. I think this may be because Identify is transforming between the local co-ordinate system of the basemap and WGS84 Web Mercator for some reason. When the transformation involves a datum shift its not getting it right and the returned co-ordinates of the Identify function are sufficiently off that it returns no results.

Can you confirm what is going on here?

OK I've figured out that this is a problem on the ArcGIS Server service failing to respond to Identify its got nothing to do with ArcGIS.com or AGXO.

Actually It turns out that there is a problem with Identify. I think it occurs when the base map and the overlay layers are in different projections and the transformation between them involves a datum shift e.g. WKID 2157 to WKID 102113. Under these conditions the Identify function returns no results. If the base map and the overlay layers are in the same projection e.g WKID 2157 or WKID 29902 then the Identify works as expected.
