How to have clustering turn off when the zoomed in

It seems that clustering by scale is only for labels?

I would love to see clusters until I get zoomed in to around city scale then I want to see the real points.  Radius does not cut it since it leaves neighbors off all the time.  Being able to have clusters zoomed out and then have them go away when zoomed in would be slick.  I do not want to have the layer twice in my list or the user gets confused.  That is what I did with vector tiles before and users asked why two layers.

Another cool idea is to have zones for clusters.  Like it can cluster inside a state but not across states.
